Request for Quote for Website Design and Development

The Colorado Libraries for Early Literacy seeks a web design and development firm to create a website of video vignettes on early literacy. CLEL is looking to add streaming video to our existing web presence. We would like to create an auxiliary site to integrate with our existing Drupal site at www.clel.org.

Organization Background

Colorado Libraries for Early Literacy, founded in 2008, is an advisory group to the Colorado State Library, working to develop a comprehensive approach to delivering and supporting early literacy services statewide. CLEL is passionately committed to strengthening children’s literacy through library services and community advocacy. Members include librarians, library staff, and educators and the organization’s work includes training and mentoring library staff, advocating for early literacy services, partnering with state agencies, and providing an information network for members state-wide.

Project Description

In 2009, the CLEL Steering Committee was awarded a Library Service and Technology Act (LSTA) grant. This year’s grants were awarded to help meet the goal that “Colorado’s residents will be able to access resources and services electronically through libraries to meet their information and learning needs.” Our project, “Building Reading Readiness,” will be a website of video vignettes supporting early literacy for an audience of parents, child care providers, and library staff. Each short video will consist of an adult presenting a song or rhyme appropriate for preschool children, along with a brief explanation of how that rhyme builds early literacy skills.

Our goal is to provide an expandable resource for caregivers to learn new songs and rhymes they can use with children and also learn about why early literacy skills are important. Other videos of preschool rhymes and songs are available on the Internet, but are not coupled with the early literacy information that is critical for caregivers to understand.

Rocky Mountain PBS will produce the videos and host them on their server. We will be seeking additional funding to add videos to the initial collection.

Requirements

  • Homepage template design, using an existing motif, to include one embedded randomly-selected video from a set of 16 videos
  • Template design for 8 category pages (English, Spanish, rhymes, songs, babies, preschoolers, etc), to include thumbnail video navigation
  • Template design for individual video pages, to include embedded video and related information (performer, text of rhyme/song, tagging capability, etc)
  • Integration of full text and tag search
  • Implementation of user ratings for each video
  • Implementation of evaluation form
  • Drupal is required

Estimated Project Duration

Project will be awarded on or around Feb. 16, with work to begin in February and be completed (including testing, documentation, and other aspects) by April 15. RMPBS will complete video production in February. Our intended go-live date for the website is April 30, 2010.

Assuptions and Agreements

Proposals will not be returned. Colorado Libraries for Early Literacy reserves the right to dismiss any proposal for any reason.

Submission Information

Interested parties should submit a project proposal including:

  • Estimated budget including time and costs for design, meeting and consulting, and technical development of site
  • Description of your company, staff, experience and philosophy
  • Samples of prior work, including website URLs
  • At least two client references
  • Description of your method of communicating and working with outside agencies, such as RMPBS, our webhosting firm, and possible other organizations

Basis for Award of Contract

Contract will be awarded based upon the following criteria (in order of importance):

  • Ability to meet requirements of website functionality, technical and design elements
  • Ability to complete project within budget
  • Ability to complete project within desired timeframe
  • Previous experience working with required software components
  • Previous experience completing similar projects

Anticipated Selection Schedule

Proposals will be reviewed by CLEL beginning on February 9. Project will be awarded on or around Feb. 16, and winner will be notified.
